I believe that this was also agreed in the previous discussion. "delete"
and "backspace" keys are now for feature delete only and Ctrl+D (can be
changed in shortcut options) is for removing layer.

+ 1 For this behavior. It's always good to prevent the loss of work when a
undo is not available.

I also thinks that filling the options menus with costumizable behaviors to
adress everybody wishes can be overwhelming for most users.

IMHO, the cleanest solution would be to be able to Undo the remove layer.
And I would create a brand new feature request for that, instead of opening
and closing the bug report until we all agree.

Anyway, It will not always be possible to make everybody happy, and this
double extended discussion shows the importance of users and developers get
themselves involved in the User Experience discussions (
qgis-ux at lists.osgeo.org), so we can make a plan and then keep with it, and
make QGIS behaviour a more consistent.
