[TOSprint] [Paris 2016 CodeSprint] [Finance] Small Budget Surplus

We currently don't have an official one, its something that¹s kinda been
discussed in connection with the proposed European chapter. Till has an
account that he's been holding for OSGeo until we decide on having  a
European account or not.
