Yes ILWIS has recently been open sourced so that is an option. It is now
hosted and maintained by 52north - find the link on their home page:
http://52north.org/

Africover uses the LCCS approach which is (or is proposed as) an
international standard for classification through ISO. I would certainly
recommend using LCCS to define your classes up front. Then you can use
any appropriate sensor data (such as SPOT 5) and software (such as OSSIM
or ILWIS) to implement that classification.

You'll want version 2 of LCCS which is available here along with
documentation: http://www.glcn-lccs.org/

Gavin

Dear Solly,

Are you interested in supervised classification or on-screen/manual
class extraction? You could visit the FAO Africover website to see if to
adopt their methodology.

Optionally you can download ILWIS from ITC website which is a functional
GIS/RS tool.

Kindest regards
