[OSGeo Africa] Afrikaans translation for DEM

Hi Frank,

According to the surveying dictionary 'hoogte' means height above
ground, while 'elevasie' means height above  sea level.

So 'elevasie' is the more correct term and in Afrikaans we don't use
the capitalisation.
