Good points Paul and Geoff.  Personally I'm for a higher base rate, 
rather than somehow finding replacement revenue for OSGeo.

I think my task was to get a final budget from the 2010 team (which I 
never did).  I will follow up now and mention these revenue/rates 
concerns also.
