Hi Nicolas and all,
I think Jeff's point was, that there is something you can reference to when
you're asked to speak as an ambassador for OSGeo.
Instead of having to personally negotiate with the conference organizer
about travel expenses, etc..
It's still up to everyone to not ask for refund of travel and other costs.
The amount may also vary from country to country. Jeff didn't mean that
OSGeo should refund the costs, but I think that became already clear.
I think it's a good idea to have such a Wiki page and some examples how to
deal with being asked to speak at an event.
