[Board] Sponsor NASA WorldWind student competition

This is a good and timely request for us, as it serves as a test of our understanding of what came out of the F2F last week.
I am -1 also: (1) it's not an OSGeo project and (2) we (implicitly?) agreed to focus our $ on projects that help the foundation's goals more broadly, e.g. multiproject efforts.
Although admittedly only a relatively small amount, I'd be happier if the 500 went to defray cost for the unpaid codesprinters in Boston this month or for DVDs to hand out at FOSS4G.
