[Board] Cover letter from OSGeo Board re GeoServices REST API text

Hi,

not sure, if this is necessary: Board wants to "highlight concerns", but
each member of the board does not necessary have to agree with the
letter (either with its formulation, or with its content).

Of course, it would be nice, to have it signed by all board members.
