[Board] Added "OSGeo Charter Responsibilities"

Hi Venka,

I agree, that the new Board should consider assigning more 
responsibilities to our Charter Members.  What potential types of 
"crucial issues" could you see involving the Charter Members down the 
road?  Do you have any examples?
