[Board] 2014 budget: FOSS4G pre sprint?

Great idea to more formally fund code sprints. Just a thought - if we run several days (or even a week) of sprints before FOSS4G we may be inadvertently limiting attendance by virtue of the timing and location. Is there a case for running regional code sprints at different times throughout the year?
