[Board] [ol3-dev] CLAs for OpenLayers

Hi,
generic procedure, which seems to be working nowadays for e.g.
geotools is, that the CLA is send in copy to secretary (or info) [at]
osgeo.org, and to whoever in in charge for particular project. The one
(in this case it would be you and Andreas) can check OSGeo directory
and sqlite database, once I (secretary) sends response to new
assignee, about his CLA being filed. In this case, you are still
maintaining list of OpenLayers contributors, secretary just takes care
about all arrived CLAs.
Reasoning: would be IMHO too overhead, if secretary would have to take
care on two separate lists. Keep in mind, my term is over within year
and probably someone else will have to take over the CLAs management.
For CLA itself, OSGeo is providing IMHO clearly written templates
www.osgeo.org/content/foundation/legal/licenses.html which can be IMO
used for OpenLayers as well (NOTE, they can be used for "OSGeo" as
generic project, one do not have to sign each cla for each particular
project)
