[Board] ICC 2015 in Rio de Janeiro

We have seen a number of discussions come in around sponsorship of 
events, such as this.
The last official OSGeo Board position on sponsorship of events was 
written up at:

I'm open to updating this position, but suggest we should do it 
holistically, rather than being reactive as each new opportunity arises.
In particular, we should look at our current and expected budget, 
identify what percentage can be allocated toward supporting conferences, 
and provide guidelines for selection criteria.
Does the above Board Priorities address our current feelings? If not, 
how should it change?
Once we have answered these questions, we will be in a better position 
to answer specifics about conferences such as ICC 2015.
