[Board] Proposal: sponsoring LocationTech Tour 2014

Hi Anne, Andrew, all,

I really feel the local community is so important, so these
mini-conferences or regional events are the lifeline of our community.
 I am all for sponsoring this and other smaller events. I'd like us to
be more open to spending on these type of smaller events.  (I try to
attend as many smaller events as I can)  I'm a strong +1
