[Board] Proposal: sponsoring LocationTech Tour 2014

I've just referred back to our osgeo priorities, to see if this type of 
sponsorship fits:

If OSGeo were to be sponsoring, I'd be hoping that OSGeo would have the 
opportunity to have greater visibility than a logo in a sponsors page. 
If local OSGeo talent can be drawn upon to provide a presentation, or 
man a booth or similar, I'd consider that to be the value that we would 
be looking for.

Andrew, I'd be interested to hear your thoughts on that topic.
