Thanks for you contribution to the discussion.

I disagree with Steven.

I think the osgeo board is the only body that can take decisions on this
amount of OSGeo money.

If this 100k was a condition included in the Bonn proposal, than it was an
error select it without a vote from the board on this.

If this 100k is a souce of risk for FOSS4G happening (point-of-no-return)
it should be clearly stated in the proposal and it should have been an
element of evaluation. Again, the board shall have been informed and asked
to take a position.

If this 100k is such a big souce of risk it should have a mitigation action
programmed.

As i see, it is a matter of democracy and  rules. OSGeo boad is elected by
OSGeo charter members to take decisions wisely in name of the community.

I feel this is my role now and it is not that i want to be disctruptive but
as i feel it is an important motion i want to have a clear picture of the
past and a clear definition on rules.

It is not only discussing and taking decision on single item and situation
the role of the board.
it should also be discuss, set-up and change rules so that motions fall in
or out of agreed rules so that decision can be taken.

This is my view of things.
