I agree with Till, 

The call for proposals states that OSGeo will provide financial support, it does not place a limit on that support, nor does it require a detailed risk review as part of a proposal. the Bonn team bid on that basis. We should not change our position part way through. It has been suggested that a detailed risk assessment and statement of anticipated financing and guarantees is included in the proposals for future events and that will be the case for 2017 bids.

Till has provided us with a well considered conservative estimate of ‘worst case’ financing needs, we have the funds to support him (they probably won’t be needed). Let’s give Bonn the support they have asked for and deserve to deliver a successful FOSS4G 2016.
