[Board] formal request for OSGeo sponsorship for annual code sprint

Hi Robert,

please note that there is also the surplus from last year's sprint of
€9,826.03 or roughly $11,000 available. There are some ideas around of
how and when to transfer the money. Thus I propose to discuss and decide
directly at the sprint unless you need it beforehand of course.
