I like Mike's idea of adding it as a question in the election process. It would be good to have more options than only 5 and 50 in the answer list if possible. I doubt a community e- mail discussion would bring consensus on the subject to be honest.
As for applying it in retrospect to this year's election, I am a bit hesitant as I like people to know the election rules before they decide to enter the election and accept their nomination. There is a huge difference between accepting when the threshold is 5 or 50 IMHO.
