[Board] sponsor contacts

Hi Arnulf,

I am happy to limit the current sponsorship drive to prior sponsors (since
I am uncomfortable listing sponsors on the OSGeo website ... who are not
currently sponsoring). We can take up a wider callout to sponsors (say from
the service providers database) until later if that provides you some
breathing room.

Any other suggestions Arnulf? My own take is that the numbers associated
with sponsoring the foundation are not in keeping with sponsoring a foss4g
event (or even sponsoring the QGIS project).
