I think nobody has a problem with (partially) funding board members
their travel expenses for such a meeting for example.
The concern of probably everyone is about the amount, and in my
opinion it would be best to agree on a yearly budget instead of a
wildcard amount and leave it up to the board to make use of it in the
most efficient way.

Then the FOSS4G in Bonn for example might be the most cost-efficient
place to meet in 2016. Some members may be paid to attend by their
employer or they will live nearby. It wouldn't be fair in my opinion
to let a board member from Australia pay for a flight around the globe
just because the majority of board members is located in Europe.
Assuming that every board member will be able to cover the costs for
attending a f2f meeting will exclude many possible candidates to stand
up for election.
