[Board] Board task: finalize liability agreement with FOSS4G 2016 committee

Quick question, while I think I have answered my questions (thanks Mike
Smith!) i was interested in hearing what others had to say. I am fine with
the time proposed, do we share a hangout link via IRC, email, or calendar
invite.
(My community skill is asking the obvious questions so that others do not
have to)
