[Board] How about freezing agendas 1 week prior to the meeting?

I confirm that "board(at)osgeo.org" is the same (public) as 
"board(at)lists.osgeo.org".  That is news to me too ha.  Sanghee you are 
good at evading my powerful e-mail client filters :)
