[Board] Motions from October 15 2015 meeting

Hi Jody,

That is a good question (when I voted I was also expecting to see a 
mention of the new UN committee), but I assumed this meant that it was a 
"task" instead.  Generally, I like our Board meetings to develop motions 
*and* tasks, so that afterwards in the posted minutes we have a list of 
motions and a lists of tasks to perform. Examples of tasks from that 
last meeting would be: create new UN committee to join the official UN 
working group & call for members [Jeff], contact & invoice all past 
OSGeo sponsors [Mike].  Let's be sure to do this for the next meeting.
