You also might even write the proposed requirements in formal writing, 
for the OSGeo Conference Committee to approve and then add to the next 
hosting RFP.   Here for the record is the Sol Katz section of the 2016 
hosting document:

Conference Structure:

- The Sol Katz Award, presented during the closing plenary session. The 
award is selected and
presented by the Sol Katz committee, the conference organizers need only 
include 15 minutes
in the closing plenary schedule for the presentation.
