[Board] charter member elections

Sorry for my earlier confusion.

With this discussion in mind could we propose charter member elections for
October?

The other aspect brought up in the face to face meeting was a revised
formula. Out of the various candidates I believe the formula provided by
Bart was considered the most balanced?
