[Board] hangout / work party reminder

Yeah I took the chance to look at the plan, adding comments to the speaker
notes etc... we still have some duplication (multiple copies were created
on google drive). Checking documentation permissions anyone with the link
can view, and a few board members can edit.

We made a commitment to share by the end of the month though so we will not
be silent for long.

I would *like* to open up editing to board members and officers (which
covers people on this page
<http://www.osgeo.org/content/foundation/board_and_officers.html>)
including project reps and committee reps.
