I also enjoyed the conferences in Brazil that I was able to attend for
OSGeo, they both had a wonderful focus on the libre side of open source.

One idea, seeing the number of names listed in your email, is to form
a Brazilian local-chapter with the members listed. The wiki has a Brasil
chapter <http://wiki.osgeo.org/wiki/Brasil> listed as in formation, is
there a chance you could join and restart this chapter? Acting as a local
chapter may make it easier to set up a foss4g-br regional event (since you
would be acting as part of OSGeo).
