[Board] wiki page updates

I have spent some time getting our wiki page organized:

Changes:

* Gathered all meetings, face to face meetings and hangouts into one section

* Added a previous working groups
<http://wiki.osgeo.org/wiki/Board_of_Directors#Working_Groups> section -
hope to move the sponsorship working group complete (when I finish logos
and write a blog post)
* Updated Strategic Plan 2016
<http://wiki.osgeo.org/wiki/Board_of_Directors#Strategic_Plan_2016> section
with the operational budget
<http://wiki.osgeo.org/wiki/Board_of_Directors#Operational_Budget_for_2016>
and my attempt at describing member participation
<http://wiki.osgeo.org/wiki/Board_of_Directors#2016_Strategic_Plan_Member_Participation>
with an example. I have tried to make it very clear that a budget != money
allocated (and that volunteer effort is needed to spend the money in the
budget, the example grounds out ideas in alignment with our strategic
objectives).
* Added a Planning Archive

preserve prior content
<http://wiki.osgeo.org/wiki/OSGeo_Board_:_Board_Priorities_2013> without
cluttering up this page
* Everything else is in a reference section
<http://wiki.osgeo.org/wiki/Board_of_Directors#Reference>, with draft
content marked as draft.

I would like to ask board members to review "suggested involvement from
board members
<http://wiki.osgeo.org/wiki/Board_of_Directors#Suggested_involvement_from_board_members_.28DRAFT.29>"
- so we can remove the draft label. I note that some items such as travel
costs are covered here.
