[Board] Application for funding QGIS Codesprint/Developers meeting - QGIS HackFest, Girona

Just in case some of the current board members are not aware of it. 
There was a procedure that was put in place and applied in combination 
with a set line item in the budget for this type of event:

This procedure is not perfect and can definitely be improved, but it 
provides clear guidelines to start from. Unfortunately every event comes 
with its own context and reasons to not fit in the mold, so the problem 
is not the lack of a procedure, it is the large diversity of initiatives 
in our community. If you ask me, this diversity is a good thing so 
instead of blocking everything until we have a designed good enough mold 
to fit everybody in it (which will never happen IMHO), I would suggest 
that the board continue to be flexible in its interpretation of the 
existing guidelines for each request, and in parallel continuously 
streamline the existing guidelines instead of starting from scratch again.
