[Board] QGIS Hackfest and User Developer Conference (MOT 4.1 and MOT 4.2)

Dear Board,

The organizers of the QGIS Hackfest and User Developer Conference
have kindly agreed to arrangement for financial support as proposed
in MOT4.1 and MOT4.2 below;

MOT 4.1 OSGeo 2000 EUR sponsorship of QGIS Hackfest
MOT 4.2 Provide further support of up to 2000 EUR to share
risk for the QGIS User and Developer Conference

They have also indicated that OSGeo will be officially acknowledged
as QGIS hackfest sponsor and additional support of 2000Euro to share
risk for the QGIS User and Developer Conference.

I thank the organizers for providing clarifications. Since the board
has voted on MOT4.1 and MOT4.2 and there were no -1 votes, I would
like to declare both the motion as passed.

I request the treasurer to arrange to transfer 4000Euro (2000Euro for
QGIS Hackfest sponsorship and advance 2000Euro to share risk for
QGIS User and Developer Conference) to the organizers.
