[Board] Request: create a fund for GSoC students mobility managed by GSoC initiative

GSOC is an OSGeo initiative now approaching its 12th year; Code-in 
initiative is in its first year.  Both are parts of OSGeo and therefore 
fall under its budget.  Will explain more in today's meeting.  -jeff
