[Board] Request for OSGeo Budget 2018

Maria the marketing committee asked this last year also so we had a chance
to think through it.
- any fundraising done (for example OpenLayers and Travel Grant program)
can be brought forward
- budget is just a budget ... your committee is giving us an idea of what
it wants to spend in a year.

So if you have plans to spend more in 2018 please proceed with planning and
write down a total amount. If I remember it was tricky with the UN as a
partner as they are not in position to fund joint activities (being used to
working with vendors). We can also list any sponsorship opportunities, as
was done last year, but that also requires a bit of work on behalf of the
committee.
