[Board] Board onboarding

Added you to loomio.

Drop box is in use, SAC set us up a replacement last year but we did not
get instruction / orientation or immigrate content. We we do we can save
some subscription fees (for any board member who requires enough room.

There is also an osgeo “todo” issue tracker you can sign into with your
osgeo user id. The link is on the board wiki page.
