Hi Jody,
i'm answering both mails separate as to be sure I answer everything.
One question (that may require local legal input) is how sensitive your

We talked about this with our legal representation, the notary that is
carrying out the paperwork. Being legally associated to OSGeo is very very
(she emphasized very very) difficult, almost impossible and expensive. So
we decided we wouldn't be OSGeo Legally, but we do want to be an official
chapter, with the obligations that entails.
Since we are as a community open source advocates, we do try and influence
> regional policies around adoption of open source (especially when
> procurement polices prevent open source being considered).
We are actively working towards that goal, many of the current active
members are in some way or another Government employees, and those who
aren't also help bring open source to the forefront. I think that being an
official chapter and having some structure (legal and economic) will help
us do more and more.
So to be effective you many need to check on how we can help. For the

I thought from this [1] and then this [2], that you did provide initial
funding, am I wrong? Maybe I missed something... I'm not sure I understand
about the sensitivities. Can you provide more information on what issues we
will need to address?
We have yet to set a date for the January board meeting, when it is

We are really in need of help this time, or I wouldn't be asking. The
Argentine community is ready to grow, but the cheap way it's not enough to
take advantage of all the enthusiasm and ideas we have. We are hoping this
will expand OSGeo's reach to Argentina and even South America.
