[Board] What is the relationship between OSGeo and OSM?

Within volunteer organisations such as OSGeo and Open Street Map, legal
structures such as a Memorandum of Understanding (MOU) hold much less
weight and value than they do within proprietary organisations. That is
because they have little coercive influence over the people within the
organisation. What matters is the hearts, minds and actions of the
volunteers. Observe how people spend their time and I think that is the
measure you should reference.
Search OSGeo user profiles to see how many reference Open Street Map or
OSM. Note also that they are people like me who are active OSGeo
contributors, who believe in the core values of OSM and are silent OSM
contributors.
I think the statement you will likely want to make is that OSGeo and OSM
have very similar goals (maybe quote them), and that many volunteers
contribute to both. OSGeo focuses on software, OSM focuses on data.
