[Board] Feedback from ISO/TC211 plenary and draft liaison report due 14 Dec

Hi Victoria: thanks for the report.  I am unable to access the plenary
slides (I did
ask for access via Google Docs).  Excellent job on the liaison report.
I've reviewed
the document and updated accordingly for review/comment.

Victoria: perhaps you can submit and cc myself for this round given
your participation?
