[Board] Feedback from ISO/TC211 plenary and draft liaison report due 14 Dec

Thanks for the additions to the report. I have now submitted the report.

Tom and Angelos, do you have access to the ISO/TC211 documents via
https://login.iso.org/? If anyone else wants access, please also let
us know, then we can ask for access (you can be added to as a member
of OSGeo).
