[Board] OSGeo / OGC MOU next steps

Hi Scott: hope all is well and you are enjoying the holidays.  Per subject,
after consultation/consensus
with the OSGeo Standards community (big thanks to Bruce here!), the OSGeo
Board of Directors has
approved the MOU as described at [1].

On next steps [2], I am guessing:

- update/sign MOU proper
- work together to create a news item/press release
- other items?

On the OSGeo side, we are discussing creating a Standards Committee.
Perhaps we can
meet to discuss the Associate Membership requirements as an overview in the
next couple of weeks or so?
