[CBERS-PDS] INPE catalog offline, new scenes ingestion interrupted

[Frederico Liporace]

INPE's catalog seems to be offline starting Jan 10, 2025 and no new scenes
have been ingested since this date. Ingestion will resume as soon as INPE
service is back online.
