[Conference-europe] when and where

Hi,

2 of the previous 3 european conferences (FOSS4G-CEE, FOSS4GE) were 
organized at universities (Praha and Brema). In july it is easier to have 
rooms, auditoriums, cheep hostel rooms at a university. I suppose it is 
the case in Como.
