Probably, we dont need to define so many rules for conference as obligation, but overlaping with other events etc could be optional evaluation criteria

My feeling from this discussion is to stick with early July and possibly not to overlap with Inspire conference.
I still hear Karel's voice and understand his concerns. Anybody else would prefer earlier in the year?
Two things:
1) we will probably have a developer room at Fosdem (Brussels) next year in February. We have just started discussing the proposal [1] but due to the nature of FOSDEM a focus on developers and cooperation with other open source projects seems logical.So a great opportunity for those in need of a conference early in the year :-) In October we will now whether it will happen.
2) I think the goal of the committee should be to have a great conference every year. Maybe the main focus should be how you can make this happen by supporting the organizers). The reason I say this is because I'm not convinced that setting too many rules such as when the conference should happen, who should attend, ... will help reaching the goal. Perhaps a date can be recommended (takes some choice stress away), but I would certainly not exclude other proposals if they propose a different period.
