[Conference-europe] Call for venue - proposal

Hi (especially) conference-europe committee,

I've started wiki page with "Call for venue"

Could you please put some meat on the bones and also translate my crude
words into proper English?

We should loudly and officially "Call for venue" any time soon - so that we
could announce next FOSS4G-Europe at FOSS4G-Bonn!
