[Conference-europe] draft call for venue FOSS4GE 2025

Hi all,
After reading the 2025 call-for-venue [1] AND the manifesto [2] I
notice some different expectations regarding the size of the event.
The manifesto states "FOSS4G-Europe should rather be small than big",
whereas the call-for-venue asks "how to accommodate 500+
participants"and "expect 400-500 attendees". (but then again, also
states "we prefer modest costs for attendees")
Often there's a "tipping point" around 400 attendees, where the rules of
"economy of scale" (larger = cheaper per attendee) don't apply anymore,
but instead things get more expensive per attendee.
I would encourage potential host cities to mark this tipping point in
their proposal; at what point is the optimum between size and costs for
attendees.
