I personally like the Dec 1st deadline. Delaying the formal application
later than that could be bad (it's late enough).
Tyler has given an editorial pass through the doc, and the latest is
posted live
(http://community.osgeo.org/files/osgeo-conference-2007-request-for-proposal.pdf).
Time to announce. Below is an announcement draft (feel free to suggest
changes/additions!):

Open Source Geospatial Foundation Announces Request for Proposal for
Hosting 2007 Conference
Contact: Jeff McKenna
Email: jmckenna at osgeo.org
The Open Source Geospatial Foundation, or OSGeo, today announced that
the OSGeo Conference committee has released a request for proposal, or
RFP, (available at
http://community.osgeo.org/files/osgeo-conference-2007-request-for-proposal.pdf)
for the hosting of the 2007 conference. After a very successful FOSS4G
2006 conference in Lausanne Switzerland (http://www.foss4g2006.org/),
OSGeo aims for the 2007 conference to be *the* geospatial conference of
the year. The RFP solicitation closes Dec 1st, 2006.

contributions will be maintained for public benefit. OSGeo also serves
as an outreach and advocacy organization for the open source geospatial
community, and provides a common forum and shared infrastructure for
improving cross-project collaboration. The foundation's projects are all
freely available and usable under OSI-certified open source licenses.
