[OSGeo-Conf] 2009 RFP draft review

Sorry to reply to myself, but I discussed quickly with Jeff about that
and wanted to bring our conclusions. He made me understood that putting
the voting process in the draft document is enough since everybody
interested can read it there. Great!
Since we had a concensus simply adding a note in the draft document
saying what level of results will be disclosed is enough.
