[OSGeo-Conf] Resignation from Committee

Jeff,

I am shocked by this to be honest. I cannot imagine a conference committee without you, but I am sure you have your reasons for this move.

I would like to thank you for all your hard work, honestly all those FOSS4G conferences could not have happened without your hard voluntary work!
