[OSGeo-Conf] [Board] FOSS4G rotation

Bridging finance was mentioned in the RFP for FOSS4G 2008. We requested 
it but none was forthcoming so we had to source it locally. Thus for 
2008 OSGeo had no financial risk, yet did get a return (1/3 of the 
profit, ~$10k).

On another note I see the RFP for 2014 has gone out but did I miss the 
discussion somewhere?
