Maybe we can learn from your experience in running Sol Katz award over many years. Remember Sol Katz award is given only once an year. We want to make sure OSGeo Student Award opportunity is available for FOSS4G global and regional conferences (so at least 4 events per year and hopefully more as OSGeo expands to more regions , so it needs to be scalable )
Student Awards are NOT a requirement for FOSS4G RFP. It is an additional opportunity, if LOCs wish to increase student participation , then they can use the (1k USD max funding per event) to get others to also sponsor awards for students.
I think what we need is a main contact for the Student Awards in each FOSS4G LOC who can effectively manage the OSGeo student award process (not the main LOC chair ). In fact, that will be a mandatory requirement if any LOC (Global or Regional) wants to provide OSGeo Student Awards. There has to be hands on the ground at each FOSS4G event to make sure effective coordination.
As long as LOC manages the selection/process and informs us in advance the selected student names, we can help manage the rest you suggested from 2016 [ Contact OSGeo treasurer, print certificates/awards, arrange who to present award, ask local committee for timeslot, makes sure payment is received, publishes news.]
For FOSS4G Seoul , it is too late and i think it is best Sanghee and LOC arranges this as they decide best.
What i suggest is that for the future (from 2016 events) we setup a OSGeo Student Award Committee (volunteers welcome) to closely laise with the LOC contact for this.
Good idea to bring the conference committee into this, and we will welcome inputs (as many of them have more experience). So i request all to please help us with your expertise and help us put a strong system/process in place for OSGeo Student Awards in FOSS4G conferences from 2016.

Instead of my single voice, I would think that bringing this topic to
the OSGeo Conference Committee would be the smartest way forward (they
manage all FOSS4G events). Suchith can you submit your request to them
directly? They may then add the award into the next RFP document.
But please let them know your exact requirements (that each LOC must do
A/B/C), that will help them understand fully. thanks!
