[OSGeo-Conf] FOSS4G Africa 2017

Hello everyone,
sorry for being so long to answer this email, thanks for the mail Jeff and for the reminder Gavin.

I have made the modifications to have the foss4g-africa.org pointing to 88.99.37.11. As the DNS TTL was set to 3 hours, we have to wait a bit for this information to be propagated.
