[OSGeo-Conf] conference committee updated mandate

Hi all,

@Steven, thanks for taking this over and also participating on the board
meeting. Indeed we should have a "two-level" way of refinement.

For the first kick off, I added an item into FOSS4G's conference manual
"travel grants":

I agree with Cameron, that this is the place to store it.

The question is, how do we proceed? What I can do is to write down
FOSS4G 2016 LOC thoughts on this in a brief manner and we start the
discussion based on this? I can link into a new WIKI page "preliminary
thoughts on travel grants", so people reading this do not think, that
the procedure is already fixed (what could be the case, if we put it
into the manual directly).
